Any authenticated and anonymous users can execute GetLanguages
This is the backwards compatible implementation of this method.
This implementation does not throw any exceptions, instead callers must examine the outcome of the call in the Status and StatusText output parameters.
[This is preliminary documentation and is subject to change.]
Lists all available MLC languages with optional translation of language names.
If you supply a valid language short-string in the PreferredLanguage parameter the
procedure will attempt to translate the language names into this language. If no valid translation
could be found the default language name (English) will be used.
