Creates a new EPTXmlTextParser from a stream of xml content

input: Type: System.IOStream
A Stream that contains the Xml to load
categoryId: Type: SystemInt32
A category where the document belongs
documentId: Type: SystemInt32
The identifier of the EPT document that this object represents

Exceptions

Exception	Condition
XmlException	The Xml loaded is not well formed.
CSException	The Xml does not follow the Content Studio EPT schema.
