Determines whether a category id is protected or not.

categoryId: Type: SystemInt32
The id of the category to test
isCreateProtected: Type: SystemBoolean
When this method returns isCreateProtected contains a value the indicates whether the category can contain new categories. This parameter is passed uninitialized.

Type: Boolean
True if the category is protected, false otherwise
